New NCA Board Inaugurated with Mandate to Drive Digital Innovation in Ghana

On October 10, 2025, the Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George, inaugurated the newly constituted Board of the National Communications Authority (NCA) at a ceremony held at the Ministry of Communication, Digital Technology and Innovations (MoCDTI) in Accra, marking a pivotal moment for Ghana’s telecommunications sector.

The Board, established under Article 70 of the 1992 Constitution and Section 6 of the NCA Act, 2008 (Act 769), includes Madam Mavis Ampah (Board Chair), Rev. Ing. Edmund Y. Fianko (Acting Director-General), Hon. Mohammed Adams Sukparu (Deputy Minister, MoCDTI), George Atta-Boateng, George Sarpong, Dr. Augustina Odame, Mahama Seth Sayibu, Dr. Selassie Agyinasare, and Barbara Serwaa Asamoah. Madam Ampah’s appointment is historic, making her the first female Board Chair of the NCA.

In his address, Minister George described the Board as “one of the most consequential” under his tenure, urging them to “hit the ground running” to reposition the NCA as a leader in innovation and regulatory excellence. “Ghana once led Africa in 3G and 4G deployment, but we have lost that edge. The task is to redefine key laws and regulations to reflect the fast-changing realities of our digital ecosystem,” he stated, emphasizing priorities like spectrum optimization, Quality of Service (QoS), and Quality of Experience (QoE).

George highlighted the NCA’s upcoming 30th anniversary in 2026, announcing a year-long celebration to showcase its contributions to Ghana’s telecom landscape. He praised Rev. Ing. Fianko’s institutional knowledge and technical expertise, underscoring the Board’s role as the “jewel in the crown” of the Ministry, with a mandate to drive innovation and impact Ghanaians’ lives.

In her acceptance speech, Madam Ampah expressed gratitude to President John Dramani Mahama for the opportunity, pledging transparency, integrity, and inclusion: “This sector is not without challenges, but with our collective dedication, we will leverage technology to drive national progress.

The inauguration signals a renewed push for the NCA to regulate communications, promote innovation, and protect consumer interests in Ghana’s evolving digital era, with the Board poised to tackle challenges like network reliability and technological advancement.
