Parliament Approves 2026 Budget Allocations Amid Rowdy Minority Protest Over Kpandai Seat

Parliament pushed through approval of key 2026 budget allocation reports on Tuesday, December 9, 2025, despite disruptive protests from Minority MPs over the declaration of the Kpandai seat as vacant.
Chaos erupted when Minority members abandoned their seats, massed in the chamber’s center, and chanted in defiance after Speaker Alban Bagbin deferred a ruling on the issue but allowed business to continue. Marshals intervened as shouting drowned proceedings, with brief scuffles between the sides.
The Majority capitalized on the disorder to adopt the reports, advancing the fiscal policy process. The Minority vowed to block all government business until the Kpandai matter triggered by a December 4 Clerk’s letter to the EC following a court-ordered rerun is resolved, citing pending appeals.
Speaker Bagbin adjourned the House after the vote, leaving uncertainty for future sittings if the standoff persists.
First Deputy Minority Whip Habib Iddrisu condemned the approval as “shameful,” insisting no legitimate business occurred and hinting at further action when Parliament resumes Wednesday. The impasse underscores deepening divisions over electoral disputes and parliamentary authority.
