CAGD Suspends Salaries for 2,563 Government Employees Over Failure to Participate in 2025 Headcount

The Controller and Accountant-General’s Department (CAGD) has announced the suspension of salaries for 2,563 government employees following a nationwide headcount exercise conducted in 2025.
In a statement signed by Cephas Neosoo, Head of Public Relations for the CAGD, on Friday, January 30, 2026, the department disclosed that salaries for January 2026 have been paid to most staff on the national payroll.
However, the salaries of the affected 2,563 employees have been withheld on the recommendation of the Auditor-General. These individuals reportedly failed to participate in the mandatory 2025 nationwide headcount exercise carried out across various Ministries, Departments, and Agencies (MDAs).
The CAGD has urged the affected personnel to urgently contact the Ghana Audit Service to verify their employment status and complete the necessary clearance processes. This step is required for the reinstatement of their salaries.
The department reassured the public of its commitment to transparency, accountability, and timely salary payments in accordance with Public Financial Management laws.
“The withholding of salaries is a direct consequence of non-compliance with the headcount exercise. Affected staff are advised to act promptly to resolve their status and avoid prolonged salary disruptions,” the statement emphasised.
The 2025 headcount was aimed at cleaning the national payroll, eliminating ghost names, and ensuring accurate verification of all government employees. The exercise is part of broader efforts to enhance fiscal discipline and protect public funds.

Affected employees are encouraged to visit their nearest Ghana Audit Service office or contact the relevant authorities without delay to regularise their records.
