PURC Approves Modest 1.14% Electricity Tariff Hike from October 1, Water Rates Unchanged

The Public Utilities Regulatory Commission (PURC) has announced a 1.14% increase in electricity tariffs for all consumer categories, effective October 1, 2025, while keeping water tariffs unchanged, as part of its quarterly review to ensure utility sector stability.

In a statement signed by Acting Executive Secretary Shafic Suleman, the adjustment follows PURC’s Quarterly Tariff Review Mechanism, which considers factors like the Ghana cedi–US dollar exchange rate (projected at GHS12.3715 per US$1, with GHS0.3980 under-recovery from Q3), domestic inflation (12.43% annual average for Q4), and natural gas costs ($7.7134/MMBtu). The decision aims to maintain tariff real value, support service providers’ financial health, and prevent disruptions in electricity and water supply.

The review balances recent economic improvements, such as cedi appreciation and stable fuel prices, against ongoing pressures. PURC emphasized that the modest hike reflects a commitment to consumer protection amid fiscal adjustments.

This comes ahead of the Multi-Year Tariff Order (MYTO) for 2025–2030, with stakeholder consultations ongoing for potential larger increases from January 2026 to recover long-term investments. Utility providers like ECG have proposed up to 225% hikes, but the quarterly mechanism provides interim relief.

PURC urged consumers to conserve energy and report irregularities, reaffirming its role in balancing affordability and viability.
