Parliament Approves Bill to End Marine Gas Oil Subsidy, Raises Levy

On July 25, 2025, Parliament passed the Energy Sector Levies (Amendment No. 2) Bill, 2025, eliminating the government subsidy on marine gas oil and increasing the Energy Sector Shortfall and Debt Repayment Levy by 193 pesewas per litre.
The government stated that this measure aims to address abuse and smuggling, which have undermined the subsidy program’s integrity.
The revised levy is expected to generate GH¢71 million in state revenue. Deputy Minister for Finance, Thomas Nyarko Ampem, clarified that the subsidy removal does not affect premix fuel, ensuring that artisanal fishermen’s supply remains unchanged.
