Okada Riders Must Register with Unions, Get DVLA Certification Under New Law – Transport Minister

Transport Minister Joseph Nikpe Bukari has clarified that commercial motorcycle and tricycle (Okada) riders will face strict regulations under the newly passed Road Traffic Amendment Bill, 2025, including mandatory registration as businesses, joining recognized unions, and obtaining DVLA-approved certification.

Speaking to journalists on Friday, December 12, 2025, the Minister emphasized that while the law legalizes Okada operations to create jobs for the youth, it is not a free-for-all.

“You must register as a commercial rider, belong to a union, meet DVLA standards for protective gear and bike specifications, and follow all procedures. There are heavy penalties for violations,” he warned.

He explained that union membership will enhance accountability, making it easier to trace and sanction riders involved in accidents or road offenses.

“Previously, riders would flee after incidents because there was no traceability. Now, with unions and proper registration, we can fish out offenders and bring discipline to the sector,” Bukari stated.

The Minister urged patience, noting the bill awaits presidential assent before taking effect, and stressed that the framework prioritizes safety for riders, passengers, and other road users.

The legalization has been hailed as a major employment boost, but stakeholders insist strong enforcement will determine its success in curbing reckless riding and accidents.
