National Labour Commission Orders CLOGSAG to Cancel Planned Nationwide Strike

The National Labour Commission (NLC) has directed the Civil and Local Government Staff Association of Ghana (CLOGSAG) to immediately rescind its planned nationwide strike, scheduled to begin on Monday, March 9, 2026.
CLOGSAG announced the industrial action in a notice dated March 5, citing the government’s repeated failure to implement a reviewed salary structure and improved conditions of service promised to take effect from January 1, 2025. The union instructed all members to stay away from work until further notice, pointing out that negotiations on these issues began as far back as 2019 and two Memoranda of Understanding had been signed but never honoured.
In a statement issued on Thursday, the NLC declared the strike notice illegal under the Labour Act, 2003 (Act 651). The Commission explained that Sections 159 and 160 require any party planning to strike to serve seven days’ notice to the other party and to the NLC itself before proceeding. CLOGSAG did not meet this requirement, rendering the action unlawful.
The NLC has summoned representatives of CLOGSAG and relevant government authorities to appear before it on Wednesday, March 11, 2026, at 2:00 p.m. to address the dispute. The Commission stressed its role in promoting peaceful and harmonious industrial relations and urged both sides to engage in dialogue to resolve the matter without disruption.
The planned strike has raised concerns about potential interruptions to services in ministries, departments, agencies and local government offices across the country. CLOGSAG has maintained that the government’s delays have caused financial hardship and eroded morale among civil and local government workers.
The Commission’s directive effectively halts the strike pending further discussions, with both parties now expected to appear before the NLC next week. The outcome of that meeting will be closely watched as civil servants await clarity on their long-delayed salary and conditions of service review
