The National Council for Curriculum and Assessment (NaCCA) has denied media reports suggesting that it partnered with the Confucius Institute at the University of Cape Coast (UCC) to train teachers for the implementation of a Chinese Language Curriculum.
In a press statement issued on September 16, 2026, NaCCA stated categorically that the characterisation is inaccurate and does not represent any official action or institutional position of the Council.
“For the avoidance of doubt, NaCCA did not organise, commission, sponsor or authorise the programme at the Confucius Institute, UCC, as an institutional teacher-training programme. Neither did the Council constitute or mandate a delegation to participate in the programme on its behalf,” the statement said.
NaCCA explained that the officers who attended the programme did so in their individual capacities as participants or resource persons and not as representatives of the Council acting under institutional authorisation.
Their participation must therefore not be construed as evidence of an official NaCCA programme, partnership, endorsement or policy decision.
The Council further clarified that reports suggesting that “NaCCA and the Confucius Institute trained teachers” create an inaccurate impression of institutional involvement and should be corrected. The participation of individual officers in an external professional or academic programme does not, by itself, make that programme an official activity of the institution in which they work.
NaCCA also stressed that the programme does not constitute the introduction or rollout of a new national policy on Chinese language instruction in Ghanaian schools. National curriculum policy and implementation are undertaken through established statutory, policy and stakeholder consultation processes and are formally communicated through the appropriate official channels.
The Council urged the media and the public to distinguish clearly between individual professional participation and institutional authorisation, and between technical or academic engagement and approved national curriculum policy.
NaCCA respectfully requested media organisations that have portrayed the programme as an official NaCCA–Confucius Institute teacher-training initiative to correct the institutional attribution and accurately reflect the capacity in which the officers participated.
The Council reaffirmed its commitment to the transparent and professional discharge of its statutory mandate and said it would continue to provide the public with authoritative information on matters relating to Ghana’s national curriculum and assessment framework.
