KTU Given 90 Days to Recover GH¢817K in Wrongful Salary Payments or Face Personal Liability

The Public Accounts Committee (PAC) of Parliament has given Koforidua Technical University (KTU) a 90-day ultimatum to recover GH¢817,000 in wrongful salary payments made to five absent staff members over two years, or its principal officers will be personally liable to refund the amount.
The directive, issued Thursday during a PAC sitting, stems from the Auditor-General’s report revealing systemic lapses allowing the payments despite staff being abroad or on unapproved study leave. Pro Vice-Chancellor Professor Richard Ohene Asiedu admitted only GH¢20,000 has been recovered, less than 2.5% of the total.
Deputy Chair Samuel Atta Mills called it “planned chaos,” criticizing the failure to secure bonds for three staff on study leave. “This is government money—our money. Force recovery from guarantors or pay up yourselves,” he ordered.
KTU faces scrutiny for weak controls, with the PAC demanding a detailed plan by February 2026. The university, with 5,000 students, risks further sanctions if unmet.
