IT Engineer Raphael Mensah Surrenders to OSP, Granted GH¢100,000 Bail in Corruption Case

Raphael Mensah, a 42-year-old self-employed IT engineer also known as Odoi, voluntarily returned to Ghana from abroad and surrendered to the Office of the Special Prosecutor (OSP) on July 15, 2025, after being declared wanted on July 8, 2025, for alleged corruption-related offences.
The OSP accused Mensah of aiding and abetting the improper use of public office for personal gain, violating Sections 20(2) and 179C(a) of the Criminal Offences Act, 1960 (Act 29).
The charges stem from an ongoing investigation into the exploitation of public office for private benefit, with Mensah identified as a key suspect.
Mensah, who operates across Northern, Upper East, Upper West, Savannah, Ashanti, and Greater Accra regions, appeared before the Accra High Court on July 15, 2025, and was granted bail of GH¢100,000 with two sureties.
He was ordered to surrender his passport and report to the OSP every two weeks pending further investigations. The OSP had previously issued a public notice, describing Mensah as 182.88 cm tall with dark skin, brown eyes, and black hair, and urged citizens to provide information on his whereabouts, noting possible connections to the United States, United Kingdom, or South Africa.
The surrender, confirmed by the OSP via a Facebook post, marks a significant development in Ghana’s anti-corruption efforts, which have intensified under the Mahama administration’s “Reset Agenda.” The OSP reiterated that all suspects are presumed innocent until proven guilty, and the case will proceed as investigations continue.
