GRDA Confirms Release of GH₵11.6 Million to Clear Part of Railway Workers’ Salary Arrears

The Chief Executive Officer of the Ghana Railway Development Authority (GRDA), Dr. Frederick Appoh, has confirmed that GH₵11.6 million has been released by the Ministry of Finance to settle part of the long-standing salary arrears owed to railway workers.

The announcement comes after months of agitation by the Railway Workers Union, whose members had gone unpaid for up to 14 months.

Speaking on Citi FM, Dr. Appoh explained that the salary backlog predates his tenure, dating back to 2024. He noted that a forensic audit of staff records revealed significant discrepancies — while official figures previously listed the workforce at about 1,300, the actual number stands at 960.

To generate internal revenue, the GRDA, in collaboration with the Ghana Railway Company Limited, sold scrap materials, raising approximately GH₵21.5 million. However, after contractors claimed unpaid consignments worth about GH₵10 million, the net amount available was reduced.

Dr. Appoh expressed relief at the latest development:

“We have received GH₵21.5 million, but the Ministry was going through the reconciliation process. I am happy to announce that yesterday, the Ministry of Finance signed the release of GH₵11.6 million. It has been sent to the Ministry of Transport to pay our brothers and sisters at the Ghana Railway Company Limited. This will take up to seven months, looking at the entire workforce.”

He added that the Authority will engage key stakeholders — including the Trades Union Congress, the Railway Workers Union, the National Labour Commission, and the Ministry of Transport — to agree on a fair and sustainable payment plan for the remaining arrears.

Dr. Appoh assured workers that additional revenue streams are being explored to ensure all outstanding salaries are cleared and to prevent future delays.

The development is expected to bring some relief to the affected railway workers, who had threatened industrial action if their demands were not met.
