Government Reviews Tax Laws to Simplify Compliance and Improve Fairness

The government is reviewing Ghana’s tax laws to simplify compliance, improve fairness and ensure the tax system reflects current economic realities.

Vice President Jane Naana Opoku-Agyemang said the review forms part of broader efforts to modernise tax administration, strengthen revenue mobilisation and make Ghana’s tax system more competitive.

Speaking at the 14th Annual International Tax Conference 2026 on Wednesday, August 19, she said the review would focus on simplifying tax obligations while ensuring that the country’s tax laws keep pace with changes in the economy.

“We’re undertaking a broader review of Ghana’s core tax legislation to simplify compliance, improve equity and competitiveness, and ensure that our tax laws keep pace with the changing economy,” she said.

The Vice President also announced plans by the government to introduce fiscal electronic devices to monitor business transactions and improve tax compliance.

She said the initiative formed part of the government’s broader digitisation of tax administration and would help improve the monitoring of commercial activities.

According to her, the devices, together with improved systems for taxing cross-border transactions conducted through digital platforms, would support the implementation of the government’s Value Added Tax (VAT) reforms.

The measures are expected to strengthen tax administration, improve compliance and enhance domestic revenue mobilisation as the government seeks to build a more efficient and responsive tax system.
