FIFA Rejects Ghana Football Association’s Bid to Expand Executive Council from 12 to 22 Members

On August 2, 2025, FIFA temporarily rejected the Ghana Football Association’s (GFA) proposal to expand its Executive Council from 12 to 22 members, as reported by Ghanasoccernet.com.
The proposed amendment, part of a broader review of the GFA Statutes, aimed to enhance representation by adding seats for one woman elected by the Women’s Premier League clubs, eight additional Regional Football Association (RFA) chairpersons, and one representative from constituent bodies such as referees and schools football.
FIFA advised against the expansion, citing the need for further assessment and a more structured approach to significant governance changes, emphasizing that the timing and procedural alignment require thorough evaluation.
Despite rejecting the council expansion and a separate proposal to increase Congress membership from 124 to 146, FIFA approved two key amendments: extending the GFA presidential term limit from two to three terms, aligning with FIFA and CAF regulations, and elevating the Women’s Representative on the Executive Council to the role of 2nd Vice President to strengthen women’s football leadership.
These approvals followed a three-year review process by the GFA’s Statutes Review Committee, chaired by Dr. Randy Abbey, which included consultations with stakeholders from the Premier League, Division One League, Women’s Premier League, and RFAs.
The approved amendments are set for ratification at the GFA’s 31st Ordinary Congress on August 12, 2025, at the Ghanaman Centre of Excellence in Prampram, where a three-quarters majority of eligible delegates is required for adoption.
