DVLA Pushes Digital Transformation and Community Outreach to Modernize Driver Licensing and Vehicle Registration

The Driver and Vehicle Licensing Authority (DVLA), a public-sector institution under the Ministry of Transport established in 1999, is intensifying efforts to modernize its services through technology and community outreach, aiming to enhance accessibility, efficiency, and road safety across Ghana.

With a core mandate to promote good driving standards and ensure the use of roadworthy vehicles, the DVLA provides essential services including driver’s license issuance and renewal, vehicle registration, international driving permits, and roadworthiness certification. The authority has rolled out digital platforms such as the DVLA Online Portal (www.dvla.gov.gh) for seamless license renewals and vehicle transfers, reducing processing times from weeks to days.

Recent initiatives include mobile registration units in rural districts and partnerships with telecom providers for SMS-based license reminders. “We are leveraging technology to bring services closer to Ghanaians,” said DVLA CEO Kwasi Agyeman Busia, noting a 25% increase in online transactions in 2025.

The DVLA also conducts community road safety campaigns, targeting commercial drivers and schools. Over 15,000 drivers were trained in defensive driving in the first half of 2025, contributing to a 12% drop in road fatalities, per National Road Safety Authority data.

Challenges remain, including backlog in license printing and fake documentation. The authority has introduced biometric verification and AI-driven fraud detection to combat these issues.
