Speaker Bagbin Slams ‘Abuse’ of Parliament Recall as House Reconvenes
Ghana’s Parliament reconvened on Tuesday, September 3, 2024, following a recall initiated by the Majority Leader, Alexander Afenyo Markin, under Article 112(3) of the Constitution. However, Speaker Alban Bagbin expressed concerns over the frequent invocation of this article, stating it could disrupt the legislative workflow, drain national resources, and impact productivity.
Bagbin urged members to deliberate on the matter to establish guidelines for the use of Article 112(3). He emphasized that Parliament should not be kept in perpetual session, preventing members from performing their constitutional duties.
The recall was necessitated by pressing state matters, including two significant loan agreements and proposed tax exemptions. However, the Minority, led by Dr. Cassiel Ato Forson, opposed the tax exemptions, suggesting conversion to tax credits or linking them to equity shares.
