Pastor and Stepfather Arrested for Alleged Defilement of 9-Year-Old Stepdaughter in Oyarifa

The Ghana Police Service has arrested a 40-year-old man accused of repeatedly defiling his 9-year-old stepdaughter over a three-year period at Oyarifa in the Greater Accra Region.
The suspect, Paul Kofi Annan, is a pastor at Chosen Breed Gospel International Ministry and works as a carpenter. He resides at Adenta Commandos.
According to the Oyarifa District Police Command, Annan was arrested on March 17, 2026, following a formal complaint lodged with the police.
Details of the Allegations
Preliminary investigations reveal that Annan has been living with the victim’s mother since 2023. The couple reportedly formalised their relationship in February 2026.
The child disclosed the alleged abuse during a recent visit to her grandfather in Cape Coast. She reported being subjected to repeated sexual abuse over approximately three years, with the incidents occurring when her mother was not at home.
Police say the victim further alleged that the suspect threatened her to keep silent and prevent her from telling anyone about the abuse.
Police Action and Ongoing Probe
Annan has been arrested, cautioned, and is currently in police custody assisting with investigations.
The Accra Regional Police Command has reaffirmed its zero-tolerance stance on child abuse and called on parents, guardians, teachers, and community members to report any suspected cases of sexual abuse, exploitation, or threats against children without delay.
“Child protection remains a top priority. Prompt reporting allows for swift intervention and justice,” a police statement emphasised.
The case has shocked residents in the Oyarifa and Adenta areas, with many expressing concern over the betrayal of trust by a stepfather and religious figure.
Investigations are ongoing, and authorities have urged anyone with additional information to come forward to the nearest police station or the Domestic Violence and Victim Support Unit (DOVVSU).
This incident highlights the persistent challenge of child sexual abuse within households in Ghana, underscoring the need for stronger community vigilance, education on child rights, and access to safe reporting channels.
