NPA Scandal: Four Suspects Remain in Custody as Bail Conditions Prove Stringent

In the high-profile *Republic vs. Mustapha Abdul-Hamid & 9 Others* case, four of the seven accused individuals—Jacob Amuah (A2), Albert Ankrah (A4), Bright Bediako-Mensah (A6), and Kwaku Aboagye Acquaah (A7)—remain in police custody as of July 25, 2025, after failing to meet their bail conditions, which include GH¢2 million bonds, three sureties (one with landed property), and biweekly reporting to the Office of the Special Prosecutor (OSP)
Dr. Mustapha Abdul-Hamid, former CEO of the National Petroleum Authority (NPA), the primary accused, secured his GH¢2 million bail with two sureties (each earning at least GH¢5,000 monthly) on July 23, 2025.
Wendy Newman and Isaac Mensah also met their bail conditions on July 24, 2025, and were released. The ten accused, including three companies (Propnest Limited, Kel Logistics Limited, and Kings Energy Limited), face 25 counts of conspiracy to commit extortion, extortion by a public officer, and money laundering, stemming from an alleged GH¢280.5 million scheme targeting Oil Marketing Companies and Bulk Oil Distribution Companies between 2022 and 2024
The OSP alleges that Abdul-Hamid, Amuah, and Newman orchestrated the extortion, with funds laundered through the accused companies to purchase luxury vehicles, properties, and fuel stations.
One suspect, Osei Tutu Adjei, remains at large. The case is adjourned to August 26, 2025, for substantive hearings, drawing significant public attention as a test of Ghana’s anti-corruption efforts
