Gov’t to Save GH¢150.4m After Uncovering 14,000+ Ghost Names on Payroll – Ato Forson

Finance Minister Dr. Cassiel Ato Forson announced during the 2025 Mid-Year Budget Review in Parliament on July 24, 2025, that the government is set to recover over GH¢150.4 million following the discovery of more than 14,000 unverified names on the public sector payroll.

A nationwide audit by the Ghana Audit Service, 91% complete, also flagged 53,311 “separated staff” — individuals who were retired, reassigned, terminated, on unpaid leave, or deceased but still receiving salaries.

“These are names that should not be there,” Dr. Forson emphasized, noting that the Audit Service expects to recover at least GH¢150.4 million in unearned salaries from 2023 and 2024 alone.
