Ghana’s Business Scene Levels Up in 2025: Infrastructure, Telecom Costs & Skills Top the Wins – UKGCC Survey

Ghanaian business leaders are giving the thumbs-up to big improvements in the country’s operating environment this year.
Access to infrastructure, telecom costs, and management skills emerged as the top three most-improved factors in 2025, according to the United Kingdom Ghana Chamber of Commerce (UKGCC) 2025 Business Environment and Competitiveness Survey.
For the first time, respondents also praised the effectiveness of the political system, pointing to the smooth, safe, and fair general elections held at the end of 2024 as a major confidence booster.
The Biggest Declines? A Shifting Picture
This year’s top five worst-performing factors saw three new entries. Notably:
Corruption – last year’s #1 concern – dropped to #5.
Cost of power – previously #5 – jumped to #3.
Five-Year Progress: Clear & Steady
Looking back from 2021 to 2025, the overall mood among business executives has brightened.
In 2021, 1 in 5 respondents (21.3%) saw key business components in decline. That negative outlook has steadily shrunk over the years.
Bright Spots That Stand Out
Corruption perception improved the most over time.
Access to capital got better reviews this year.
Cost of capital and land felt more manageable compared to last year.
