Finance Ministry Publishes List of Institutions Compliant with Commitment Control Directive, Warns Defaulters

The Ministry of Finance has published a list of public institutions that have complied with a directive requiring the submission of Quarterly Commitment Control Reports (CCR) to the Internal Audit Agency (IAA), warning that entities that failed to comply remain in breach of financial regulations.
According to the Ministry, the directive was issued by the Minister for Finance on May 2, 2025, and applies to all Covered Entities across the public sector. The measure is part of key fiscal control reforms aimed at enforcing commitment discipline, preventing unauthorised expenditure, and strengthening transparency and accountability in the management of public funds.
The published list contains only institutions that have met the reporting requirement. The Ministry stressed that any institution not included on the list has failed to comply with the directive and is therefore in violation of applicable public financial management laws.

The publication is made in line with Regulation 230(1)(b) of the Public Financial Management Regulations, 2019 (L.I. 2378), which empowers the Minister for Finance to publicly name Principal Spending Officers and institutions that fail to comply with statutory financial obligations.
The Ministry has cautioned defaulting institutions to submit their Commitment Control Reports without delay, warning that continued non-compliance could attract regulatory and administrative sanctions.

The Finance Ministry reiterated its commitment to enforcing fiscal discipline and ensuring strict adherence to public financial management regulations as part of broader efforts to safeguard public resources.
